Rental Minimum Standards in Victoria
In Victoria, rental providers and agents must ensure a property meets the minimum standards at the time it is advertised or offered for rent, and again before a renter moves in.
These standards are mandatory and are designed to ensure properties are safe, secure and liveable for renters.

Victoria’s 15 rental minimum standards
Consumer Affairs Victoria lists 15 categories of minimum standards for rental properties:
- Bathroom
- Electrical safety
- Heating
- Kitchen
- Laundry
- Lighting
- Locks
- Mould and damp
- Structural soundness
- Toilets
- Ventilation
- Vermin-proof bins
- Windows
- Window coverings
- Window covering anchors
From 1 December 2025, internal corded window coverings must also have anchors installed so cords are secured and cannot form a loose loop.
What this means in practice
- Modern switchboards with circuit breakers and electrical safety switches
- A fixed heater in the main living area
- Functional locks on external entry doors
- A bathroom with hot and cold water and compliant shower head requirements
- A functional kitchen with cooking facilities and sink
- Working lights, adequate ventilation and weatherproofing
- Window furnishings in living and sleeping areas for privacy and light blockout

What happens if a property is not compliant?
Under current Victorian guidance, it is an offence to let a new renter move into a property that does not meet the minimum standards.
- Potential fines and penalties

- Renters may arrange urgent repairs in some circumstances and seek reimbursement
- VCAT disputes and rent-related orders may follow if issues are not addressed
